Project-based Learning is a common focus in many to most secondary public charter schools across the country. Check out groups such as EdVisions, Big Picture Company and High Tech Tech. They've been doing truer PBL in a number of schools for over a decade.

I'm afraid the harsh truth is without a changing in a staff's paradigm (away from silos of content towards an advisory model), a more block like schedule and a recognition the physical space students interact needs to change, traditional schools have way to much pushing them to away from PBL.
